Apparently, the driver responsible attempted to flee the scene, but nearby citizens stopped him.

Lakewood police have said the driver has been arrested. They suspect both drugs and speed were factors. The 34-year-old man has been booked at the local jail and faces charges of vehicular assault DUI, driving under the influence, leaving the scene of an accident, failing to report an accident and no proof of insurance.
